Dreier Introduces Bipartisan Resolution Promoting Green Technologies


WASHINGTON, DC – Congressman David Dreier (R-San Dimas, CA) has joined with Congressman Dennis Kucinich (D-OH) in introducing a resolution promoting the use of green technologies abroad. The bipartisan resolution, H. Res. 628, expresses the need to make advanced environmental and energy technologies as accessible and affordable as possible by eliminating barriers to trade in green goods and services.

“This is a jobs issue, an energy issue and an environmental issue,” said Dreier. “The U.S. leads the world in innovation, and I believe technology will be central to addressing the energy crisis and the environmental issues that we face. Unfortunately, there are currently a number of tariff and non-tariff barriers to American high-tech exports that could help deal with these challenges. We can spur job creation, as well as new innovation, by tearing down the barriers to our green technologies, goods and services and ensuring our exporters have access to markets around the globe.”

Studies conducted by the World Bank and the International Center for Trade and Sustainable Development have demonstrated that tariff and non-tariff barriers to trade in green technologies have significantly increased the cost of environmental protection. At the same time, these barriers have hurt our high-tech manufacturers and services providers. Eliminating these barriers, as these studies have shown, would open up new markets for American exporters and make green technology more affordable and accessible throughout the globe.

Added Dreier, “The U.S. has shown leadership on this issue through negotiations on the Environmental Goods and Services Agreement as part of the Doha Round at the WTO. However, we need to pursue all bilateral, regional and multilateral means at our disposal to advance the cause of liberalization of trade in green technologies, so that we can create more high-tech research and manufacturing jobs, spur economic growth here at home and spread the use of our green technologies around the world.”
